Fee collection is permissionless; the keeper collects when fees pass a small threshold. Buybacks execute at ≥ TWAP(30 min) − 3 %, at most 1 % of the pool's quote per execution, with a 10-minute cooldown. Nothing here is a guarantee of price or liquidity.
